100 Days of Ceasefire Violations in Gaza – Hamas Lists Nine Demands to Mediators

Hamas says Israel violated the Gaza ceasefire 1,298 times over 100 days, killing 483 Palestinians, restricting aid, and blocking reconstruction, while urging mediators to enforce nine demands.

On the 100th day since the Gaza ceasefire agreement entered into force on October 10, Hamas reaffirmed its “full, precise, and transparent” commitment to the terms of the agreement, while documenting what it described as systematic Israeli violations and outlining nine demands directed at mediators and international bodies.

In a memorandum issued Tuesday via its Telegram channel, Hamas said the document was submitted to “the brotherly mediators (Egypt, Qatar, and Turkey), the guarantor parties, Their Majesties, Highnesses, and Excellencies, as well as governments and relevant international organizations.”

Hamas stated that, based on its “national and humanitarian responsibilities,” it treated the ceasefire agreement as a “binding framework” aimed at protecting civilians and halting bloodshed, not as a “political cover” for continued aggression or the “reproduction of genocidal policies,” in reference to Israeli actions.

The movement stressed that while it adhered faithfully to the agreement, Israeli forces continued to carry out killings, direct targeting of civilians, field and fire violations, and the imposition of coercive realities on the ground.

Casualties and Direct Targeting

According to the memorandum, Israeli forces killed 483 Palestinians during the 100 days covered by the agreement. Among the dead were 169 children, 64 women, and 19 elderly people. The number of wounded reached 1,294, averaging approximately 13 injuries per day.

Hamas noted that 96.3 percent of those killed were targeted within the so-called “yellow line” area.

Field and Fire Violations

Hamas reported that Israel violated the ceasefire agreement daily, recording a total of 1,298 violations over 100 days, an average of 13 systematic field and fire violations per day.

These included 428 cases of direct gunfire, 66 incursions by military vehicles into areas covered by the agreement, and 604 aerial and artillery strikes targeting inhabited civilian areas.

In addition, Israeli forces carried out 200 demolition and explosion operations targeting residential blocks and homes within the yellow line zone. The memorandum also cited the arrest of 50 civilians and fishermen at sea, describing these actions as “a grave violation of the agreement.”

Withdrawal Line Violations

Hamas said Israel “clearly and systematically breached the agreed withdrawal maps,” crossing beyond the yellow line by distances ranging from 200 to 1,300 meters, including deep incursions into Jabalia refugee camp.

The movement added that Israel imposed additional fire control zones, reaching depths of up to 1,700 meters in some areas, particularly in northern Gaza. The total area subjected to these additional fire control measures was estimated at approximately 34 square kilometers beyond the yellow line.

Choking Gaza’s Infrastructure

The memorandum detailed severe restrictions on Gaza’s health sector, including the prevention of medical teams and specialized personnel from entering the Strip, the seizure and destruction of life-saving medicines and medical supplies, and the blocking of vital medical equipment such as imaging devices, intensive care units, and operating room equipment.

Israel also prevented the entry of construction materials required to repair damaged hospitals and health centers, leading to what Hamas described as a “dangerous rise in mortality rates,” especially among children, the elderly, and patients with chronic illnesses.

On humanitarian aid, Hamas said Israel failed to meet agreed commitments. Over the past two months, only 26,111 aid trucks entered Gaza, out of 60,000 agreed upon, an average of 261 trucks per day. This represented just 43.5 percent of the agreed volume.

The memorandum further accused Israel of restricting fuel supplies and pursuing a “systematic policy aimed at paralyzing civilian life and preventing any humanitarian recovery.” This included blocking the operation of Gaza’s power plant, preventing the entry of solar panels, bakery equipment, rescue and ambulance equipment, and prohibiting the entry of caravans and sufficient quantities of tents.

Israel also obstructed the rehabilitation of water, sewage, and telecommunications networks, and blocked the entry of construction materials and heavy machinery needed to restore hospitals, schools, and essential infrastructure.

Collective Punishment

Hamas stated that Israel has kept the Rafah crossing completely closed in both directions since the ceasefire came into effect, in “direct violation of the agreement and its spirit.”

The movement also accused Israel of preventing the entry of medical delegations and international experts, obstructing the return of civilians to their families and homes, and enforcing a policy of collective punishment that violates legal and humanitarian obligations.

Regarding detainees and the missing, Hamas said Israel has systematically refused to disclose the fate of dozens of detainees, delayed the release of women and children, and declined to provide official lists of detainees who died in custody.

The memorandum added that Israel continues to withhold more than 1,200 Palestinian bodies and commits “documented crimes against detainees,” openly filming and broadcasting these violations “in blatant defiance of the international community and in grave violation of international humanitarian law.”

Nine Demands to Mediators

Hamas concluded its memorandum by outlining nine demands directed at mediators, guarantor parties, international organizations, and allied states:

  1. An urgent and effective international move to compel Israel to immediately and fully halt all violations.
  2. Completion of the requirements of the first phase of the agreement and immediate entry into the second phase, including full withdrawal from the Gaza Strip.
  3. Forcing Israel to adhere to the agreed withdrawal line and to reverse the imposition of fire control over an additional 34 square kilometers.
  4. The establishment of a neutral international field monitoring mechanism for the agreement and for aid entry.
  5. Guaranteeing the entry of 600 aid trucks daily, including 50 fuel trucks, under direct international supervision.
  6. Enabling the United Nations and its agencies to operate without restrictions.
  7. Pressuring Israel to immediately open the Rafah crossing in both directions.
  8. The entry of fuel, medical supplies, vital equipment, caravans, tents, and construction materials to rehabilitate infrastructure.
  9. Pressuring Israel to disclose the fate of detainees and missing persons, release women and children, and hand over withheld bodies.
