US Proposes International Security Force for Gaza, Draft Circulated at UN – Axios

The US is pushing a UN-backed plan to deploy an international force in Gaza under American leadership, contingent on Hamas’ consent and Israeli approval, Axios reported.

The United States has circulated a draft resolution among UN Security Council members proposing the creation of an international security force in the Gaza Strip, Axios reported on Tuesday, citing a copy of the document.

According to the report, the plan calls for establishing a force that would operate in Gaza for at least two years, potentially until the end of 2027, granting Washington and participating nations wide authority to oversee security and governance, with the possibility of extending the mandate.

Sources familiar with the matter told Axios that the proposal, led by US Central Command, forms part of the Trump administration’s broader post-war initiative. 

The envisioned International Stabilization Force (ISF) would include a newly trained Palestinian police contingent and military contributions from several Arab and Muslim-majority nations.

Countries such as Indonesia, Azerbaijan, Egypt, and Türkiye have reportedly expressed openness to joining, though concerns remain over security and political sensitivities.

The mission’s focus would be to monitor Gaza’s borders with Egypt and Israel and prevent weapons smuggling. Officials consider participation by Türkiye, Egypt, and Qatar essential, given their relationships with Hamas. 

However, Israel has objected to Turkish involvement, viewing its presence as politically unacceptable.

“The Turks were very helpful in getting the Gaza deal, and Netanyahu’s bashing of Turkey has been very counterproductive,” one US official told Axios.

A key condition for deploying the ISF is Hamas’ consent to relinquish governing authority and disarm. 

While officials admit such conditions may be unrealistic, they emphasize the importance of securing Hamas’ cooperation to avoid the perception of foreign occupation.

“If Hamas consents, it’s a different situation,” one source said. “Then the force won’t be fighting Hamas, but instead maintaining order and pushing back spoilers.”

US officials are reportedly discussing guarantees for Hamas fighters to ensure they are not targeted after stepping down. Axios said Washington is close to finalizing a UN Security Council resolution to give the ISF international legal legitimacy—without formally designating it as a UN peacekeeping mission.

This framework would allow the US to retain strategic oversight while encouraging global participation.

“The goal is to create stability in Gaza with something both sides can live with,” one official said.

Initial deployment would likely begin in southern Gaza, where the force would establish a reconstruction zone and test operational feasibility.

Despite cautious regional support, officials acknowledge the plan’s challenges and the high risk of failure.

“Most people who know the history of this conflict don’t give it a large chance for success,” one source told Axios. “But at the same time, no one wants to get on the wrong side of Donald Trump.”
