The report details hundreds of shipments from Canadian military manufacturers to the US weapons factories that manufacture Israel’s key warplanes, bombs, and artillery shells.
A new report has exposed a pipeline of military goods flowing from Canada to Israel via the US, “facilitated by a deadly loophole in Canadian law.”
According to the 56-page report titled “Exposing the U.S. Loophole: How Canadian F-35 Parts and Explosives Reach Israel,” the evidence provided “details hundreds of shipments from Canadian military manufacturers to the US weapons factories that manufacture Israel’s key warplanes, bombs, and artillery shells.”

“The report also exposes, for the first time, Canada’s role as a vital transit corridor for hundreds of shipments of European-made TNT en route to U.S. bomb-makers, and damning evidence of Canadian F-35 components being shipped on to Israel mere days after arriving at U.S. facilities,” the report noted.
‘Critical Weapons Transit Corridor’
Using commercially available export data and US Department of Defense contracts, this report provides a snapshot into both Canadian weapons production and Canada’s role as “a critical weapons transit corridor” to the US and on to Israel, it added.
This included 34 shipments of military aircraft components sent by American Lockheed factories to the Israeli Ministry of Defense, the Israeli Air Force Base, and Israeli weapons manufacturers “between April 2024 and August 2025 – immediately after receiving hundreds of matching shipments from Canadian manufacturers.”
In addition, “360 additional aircraft part shipments from Canadian manufacturers to Lockheed Martin’s F-35 assembly facility in Fort Worth, Texas,” were sent between September 2023 and August 2025, “representing only a fraction of the millions of dollars of Canadian-made components in every F-35 jet that Israel has been using to bombard Gaza.”

It also mentioned “150 shipments of Canadian explosives and flammable materials from General Dynamics facilities in Valleyfield and Repentigny, Quebec, to the U.S. Army Ammunition Plants that manufacture 2000-pound MK-84 bombs, 155mm artillery shells, and 120mm tank rounds for export to Israel.”
The Valleyfield plant is the sole North American supplier of M31A2 triple-base propellant and is currently fulfilling a contract to produce this propellant for the US to supply its allies, including Israel, the report stated.
This propellant “is used to fire the hundreds of thousands of 155mm artillery shells that Israel has deployed in its assault on Gaza.”
TNT Supply from Poland
The report also stated that at least 433 shipments of TNT manufactured in Poland were sent to Quebec between October 2023 and November 2025, which were then transported to Canada and then to Israel.

“Shipments were then transported by truck on Canadian and American highways to U.S. Army Ammunition Plants, which use the TNT to produce the 2000-pound MK-84 and I-2000 Penetrator bombs that Israel drops on Gaza,” it added.
Attempts to ‘Pacify Public Outrage’
Four organizations released the report, namely The World Beyond War, Palestinian Youth Movement, Canadians for Justice and Peace in the Middle East, and the Arms Embargo Now coalition.

They said that since October 2023, Canadian officials “have attempted to pacify public outrage by misrepresenting the nature of the Canada-Israel arms trade.”
The organizations pointed out that former Foreign Affairs Minister Mélanie Joly promised Canada would “not have any form of arms or parts of arms be sent to Gaza, period,” including through indirect pathways.” While current Foreign Affairs Minister Anita Anand insists the government would “not allow Canadian-made weapons to fuel this conflict in any way.”
‘Government is Lying’
“This report proves – again – that the government is lying,” they said, adding that the government took no action to close the U.S. Loophole or restrict Canada’s role as a vital corridor for foreign explosives.
“By deliberately exempting U.S.-bound arms from export regulation and allowing Canadian infrastructure to transport weapons, Canada is circumventing its obligations under international law,” they added.

The organizations stressed that, “The evidence is unequivocal: Canada remains an active participant in genocide both through manufacturing weapons and serving as a weapons transit corridor.”
To end “this complicity,” they emphasized, Canada must enact sanctions under the Special Economic Measures Act to cut off the flow of weapons to and from Israel, and amend Canada’s arms control legislation to close the loopholes in Canada’s arms exports.
The government must also “impose a full and comprehensive two-way arms embargo on Israel.”
‘Supporting Israel’s Capacity’ for Gaza War Crimes
Speaking to reporters in Ottawa, Rachel Small from World Beyond War, said that “despite our government’s attempts to placate us, to create the illusion of having addressed Canada’s arming of Israel’s tax we see now the Canadian-made military goods have continued to flow to Israel this entire time.”
Small added, “Indeed, bypassing all export controls in Canada by flowing through the US, they are directly supporting Israel’s capacity to carry out war crimes in Gaza and maintain its occupation of Palestine,” she added, according to an Anadolu news agency report.

Citing Joly and Anand’s remarks about cutting off permits, Small argued that “the government’s pause on issuing arms export permits was largely a semantic exercise designed to fool the public while ensuring Israeli weapons manufacturers never lost access to Canadian military goods.”
‘No More Loopholes Act’
New Democratic Party member Jenny Kwan stressed that “the Liberal government can no longer claim ignorance or distance.”

“That’s why I’m calling on the government to take action immediately and to support my private member’s Bill C 233, the No More Loopholes Act,” she announced, adding that it will be up for debate on Wednesday and will be voted on in February.
Kwan urged Canadians to reach out to their respective members of parliament and demand a yes vote for the “No More Loopholes Act.”
Staggering Death Toll
