The US has imposed sanctions on three Palestinian human rights organizations, which, in November 2023, petitioned the International Criminal Court (ICC) to investigate Israel for genocide in Gaza. This was indicated in a notice posted by the US Treasury Department’s Office of Foreign Assets Control (OFAC).
The organizations are the Gaza-based Palestinian Centre for Human Rights, Al-Mezan Centre for Human Rights and the Ramallah-based Al Haq.
According to the notice, they have been added by the US to the Specially Designated Nationals and Blocked Persons under “ICC-related designations”, as indicated by OFAC, which also states that the sanctions fall under Executive Order 14203, including General License 10, which authorizes the termination of transactions involving the three groups.

The ICC issued an arrest warrant for Israeli Prime Minister Benjamin Netanyahu, former Defense Minister Yoav Gallant, and also leaders of the Resistance, a year later.
Israeli occupation forces have, to date and since October 7, 2023, killed 64,231 Palestinians and injured more than 161,583 Palestinians. In addition, people in the Gaza Strip are facing constant displacement, coupled with a devastating famine imposed on the civilian population by the Israeli regime.
However, this is not the first time that the US has targeted individuals or organizations linked to the ICC.

In July 2024, Washington also imposed sanctions on Francesca Albanese, the UN Special Rapporteur on the situation of human rights in the Palestinian territories occupied since 1967, following her report to the UN Human Rights Council in which she concluded that Israel was committing genocide in Gaza. The sanctions included the freezing of her assets in the US and a travel ban, a move widely condemned by international human rights organizations as an attack on the independence of UN mandates.
Under President Donald Trump, the US sanctioned ICC judges and the Chief Prosecutor following the Court’s authorization for investigations into US war crimes in Afghanistan and Israel’s war crimes in the occupied Palestinian territories.
Despite the Court being supported by 125 member states, the US, Israel, China and Russia do not recognize the jurisdiction of the ICC. However, the Palestinian Authority is a signatory to the Rome Statute; hence, the ICC’s authority over Gaza is valid, with jurisdiction over crimes committed within the Territory.

These sanctions, since they constitute the federal US felony of “Obstructing Justice”, are totally pointless. As such, they also fall under the Article 70 of the Rome Statute, which internationalizes the crime of Perverting/Obstructing Justice, which means that since they concern a state-in-progress, Palestine, which has acceded to the Rome Statute, means that the US falls into the ICC’s jurisdiction.
