No to ‘International Guardianship’: Hamas and Fatah Meet in Cairo to Discuss Post-War Gaza

Palestinian factions gathered in Cairo to discuss the post-war future of Gaza, rejecting international control proposals and affirming that resistance weapons remain a national matter not open for negotiation.

A meeting took place in Cairo between a delegation from the Palestinian Resistance Movement Hamas, led by Khalil al-Hayya, and representatives of the Fatah movement, headed by Hussein al-Sheikh and Majed Faraj, Al-Jazeera reported, citing informed sources.

According to the sources, the discussions focused on the Palestinian situation and arrangements for the period following the cessation of Israel’s war on Gaza. 

The meeting followed earlier talks between Sheikh and Faraj and Egyptian intelligence chief Hassan Rashad.

Al-Jazeera reported that Cairo is also set to host broader talks between Palestinian factions aimed at reaching a consensus on implementing the second phase of the ceasefire agreement in Gaza.

Sources cited by Quds News Network said that representatives from Hamas, the Islamic Jihad Movement, the Popular Front for the Liberation of Palestine, the Popular Front–General Command, the Democratic Front, the National Initiative, and the Democratic Reform Current (Dahlan’s faction) are expected to attend.

However, according to reports, Fatah will not take part in the group meetings. Its delegation — comprising Central Committee member Hussein al-Sheikh, PLO Deputy Chairman Majed Faraj, and others — will instead hold separate discussions with Egyptian intelligence chief Hassan Rashad.

A ceasefire and prisoner exchange agreement between Hamas and Israel came into effect on October 10, under the plan proposed by US President Donald Trump, whose administration supported Israel’s two-year genocidal war on Gaza.

Rejecting ‘International Guardianship’

The factional talks are expected to focus on forming a unified national program that rejects proposals for “international guardianship” over Gaza, an arrangement included in the second phase of Trump’s plan.

According to Al-Jazeera, all factions have agreed to oppose any form of international control, expressing concern that a Palestinian party might approve it.

The second phase of Trump’s plan reportedly calls for the deployment of an international peacekeeping force in Gaza, the withdrawal of the Israeli army, the disarmament of Hamas, and the creation of a temporary administrative body known as the “Peace Council,” operating under an international transitional authority.

Participants are also expected to discuss the planned introduction of “foreign forces” into Gaza. The factions will insist that such forces, if deployed, must be exclusively Arab and confined to border areas, without undermining Palestinian sovereignty.

As for the question of resistance weapons, faction representatives stressed that any decision on this issue must be made collectively and nationally, emphasizing that it is “not up for discussion at this sensitive stage.”
