Russian Ambassador Vasily Nebenzya and other diplomats have argued that the US proposal risks cementing a governance structure without broad consensus.

Russia on Thursday circulated its own draft United Nations Security Council resolution on Gaza, challenging a US effort to secure international backing for President Donald Trump’s Gaza plan, according to a draft text seen by the Reuters news agency.

The US resolution, formally circulated last week, reportedly seeks to endorse the 20-point plan agreed between Israel and the Palestinian Resistance in October, authorize a two-year transitional governance body, and mandate an international stabilization force in the Gaza Strip.

Washington has said it has regional support for the proposal and urged Security Council members to move ahead.

Russia’s Alternative Vision

In a note accompanying its draft, Russia said its text was “inspired by the US draft” but aimed to create “a balanced, acceptable, and unified approach toward achieving a sustainable cessation of hostilities.”

The Russian proposal requests that the UN Secretary-General outline options for an international stabilization force in Gaza. Unlike the US draft, it does not mention the proposed “Board of Peace,” a transitional administrative body favored by Washington.

Russian Ambassador Vasily Nebenzya and other diplomats have argued that the US proposal risks cementing a governance structure without broad consensus or explicit international legitimacy.

Diplomatic Pushback

The US plan is facing resistance from several directions. According to Associated Press and diplomatic sources who spoke anonymously, Russia, China, and a number of Arab states object to key elements of the American proposal.

Arab diplomats have raised concerns that the draft sidelines the Palestinian Authority by excluding it from any governing role in Gaza. Russia and China are reportedly demanding the removal of the Peace Council provision altogether.

Facing mounting objections, the US circulated a revised version of its proposal, adding explicit language referencing “a path toward self-determination and the establishment of a Palestinian state,” and clarifying that the Peace Council’s authority would be transitional.

The latest draft also positions the United States as a broker for renewed political dialogue between Israel and the Palestinians.

Arab Consultations and Concerns

Egyptian Foreign Minister Badr Abdelatty confirmed that multiple countries had reservations about the American text and said negotiations were ongoing to reach a language acceptable to all parties.

“We hope that the UN resolution will preserve the constants related to the Palestinian issue and allow for deployment of the international force as soon as possible, but in accordance with consensus,” Abdelatty said, noting that Egypt supports the concept of an international force but has not committed to participating in one.

Diplomatic consultations are continuing in New York, involving the United States, Arab states through Algeria, currently the Arab representative on the Council, and other members.

International Force and Conditions on the Ground

Trump administration officials have said an international force of roughly 20,000 troops is envisioned, with discussions taking place with Indonesia, the UAE, Egypt, Qatar, Turkiye, and Azerbaijan regarding possible participation. Trump has ruled out deploying US troops directly.

Trump said recently that the arrival of the international force is “very near,” adding that conditions under the ceasefire, implemented October 10 under the Sharm el-Sheikh Framework, are “moving in the right direction.”

Despite the ceasefire, Israeli forces continue raids, attacks, and restrictions on aid flows, according to humanitarian agencies and media reports.

  1. Of course Russia should move forward with their plan. They would actually help and make sure all is well. My shady, corrupt US government only wants to tighten its stranglehold on Gaza FOR Israel. Trump is planning a military invasion to force Hamas to disarm. In other words, a coup.
What a scumbag. Israelica should be left out of all negotiations.
