The United States has circulated a draft UN resolution proposing a transitional governing “Board of Peace,” a donor-funded reconstruction mechanism, and a two-year international stabilization force to administer and demilitarize Gaza.
The US mission to the United Nations said that Ambassador Mike Waltz has shared the draft resolution with the Security Council’s ten elected members, along with regional partners the UAE, Saudi Arabia, Egypt, Qatar and Turkiye.
According to a three-page draft obtained by Reuters news agency, the resolution “welcomes the establishment of the Board of Peace,” described as a transitional governing body with international legal standing.
The Board would be responsible for coordinating funding and setting the framework for the reconstruction and administration of the Gaza Strip. The Board would remain in place until the Palestinian Authority completes a reform program outlined in the US administration’s “Comprehensive Plan.”
A representative of the US mission said: “Under President Donald Trump’s bold leadership, the United States will again deliver results at the UN, not endless talk.”

The draft authorizes the Board of Peace to “enter into such arrangements as may be necessary” to carry out the plan, including setting up “operational entities” to manage the transitional government in Gaza.
These entities would oversee and assist a technocratic, non-partisan Palestinian committee tasked with day-to-day civil administration.
The draft states that the transitional Palestinian committee would consist of “competent Palestinians from the Strip,” and notes that the proposal is in line with discussions initiated by the Arab League.
Funding for the transitional structures would come from voluntary donor contributions, under the oversight of the Board of Peace.
The resolution also calls on the World Bank and other financial institutions to provide support for Gaza’s reconstruction and to establish a dedicated trust fund for this purpose.

Additionally, the draft authorizes the creation of a temporary International Stabilization Force in Gaza, empowered to “use all necessary measures” to implement its mandate, consistent with international law and international humanitarian law.
The establishment of such a force was included in the October 10 ceasefire agreement, which ended two years of fighting following the events of October 7, 2023. Under that agreement, forces primarily from Arab and Muslim-majority states would be deployed to oversee security during the withdrawal of Israeli troops.
According to the draft, the Stabilization Force would coordinate with Israel and Egypt without altering existing security arrangements, and would work alongside a newly trained Palestinian police force.
The force would be given a two-year mandate, including responsibility for “stabilizing the security environment in Gaza” and implementing a process to demilitarize the Gaza Strip, which includes dismantling and preventing the re-establishment of military and offensive infrastructure, as well as the permanent decommissioning of weapons from non-state armed groups.

Bullsh!t. My US government is an embarrassment. They do what others want, that’s why millions of innocent people all over the world are suffering: because of my US government. And, they do what they’re told. Who the hell is telling them what to do?
The “Board of Peace” is a board of dispossession with the authority to dispose of all of Gaza assets including the land that isn’t privately owned. Dismantling the resistance and their defences, leaving the population completely vulnerable to forced expulsion. This will be another UN transfer of Palestine’s land – with Donald Trump seizing it at the point of a gun and bombs and starvation.
