Reactions – UN Resolution for Gaza Rebuked by Russia and China as Hamas Rejects ‘Trusteeship’

The UN Security Council adopted a US-backed resolution on post-war Gaza governance, immediately rejected by Hamas as an “international trusteeship” and condemned by Russia as “reminiscent of colonial practices.”

The United Nations Security Council (UNSC) has adopted a resolution 2803 on the Gaza conflict, proposing a post-war arrangement based on the US-backed 20-point plan — a framework explicitly designed to exclude the Palestinian resistance group Hamas from governance and disarm Palestinian resistance.

The resolution, which passed with 13 votes in favor and abstentions from Russia and China, was welcomed by Israel and Western nations.

The Palestinian resistance movement Hamas issued a sharply critical response, asserting the resolution “falls short of the political and humanitarian demands and rights of our Palestinian people, particularly in the Gaza Strip.”

Hamas described the proposed governance mechanism as an “international trusteeship,” which Palestinians “reject in all its forms.” The movement argued that the measure is designed to secure objectives Israel “failed to achieve through its brutal war,” framing the outcome as an externally imposed diktat rather than the result of a negotiated political process.

Palestinian factions have historically and consistently rejected foreign security mandates as infringements upon their sovereignty.

Algeria’s UN Ambassador, Amar Bendjama, acknowledged the resolution but underscored the principle that “genuine peace in the Middle East cannot be achieved without justice, justice for the Palestinian people who have waited for decades for the establishment of their independent state.” He confirmed the resolution’s annex contains the entire US 20-point plan.

Russia and China: Absence of Palestinian Sovereignty

Both Russia and China abstained, citing the resolution’s fundamental shortcomings regarding the two-state solution and Palestinian governance.

Russia’s Permanent Representative to the UN, Vassily Nebenzia, delivered a scathing critique of the proposed International Stabilization Force (ISF) in Gaza, stating the measure “may entrench the separation of the Gaza Strip from the West Bank, and it is reminiscent of colonial practices and the British mandate for Palestine granted by the League of Nations, when the opinions of the Palestinians themselves were not taken into account whatsoever.”

Nebenzia stressed that Moscow could not support the draft because it failed to reaffirm the two-state solution, especially given “unequivocal public statements coming from the highest echelons of Israel’s leadership asserting that creating a Palestinian State is nothing but unacceptable.”

Chinese Foreign Ministry spokeswoman Mao Ning reinforced this opposition, stating the US resolution is “vague on many crucial issues” and that the “important principles of the Palestinians governing Palestine and the two-state solution have not been fully demonstrated.”

Western Nations and UN Secretary-General Support the Move

UN Secretary-General Antonio Guterres welcomed the adoption, calling it an “important step in the consolidation of the ceasefire.” His spokesperson, Stephane Dujarric, stated that “It is essential now to translate the diplomatic momentum into concrete and urgently needed steps on the ground.”

US Ambassador Mike Waltz celebrated the vote, claiming it is “charting a new course in the Middle East for Israelis and Palestinians” and will allow Israel to “live in security.”

The UK government supported the resolution, with Foreign Secretary Yvette Cooper stating it emphasizes the importance of increased humanitarian aid. Cooper called for “urgent action to open all the crossings, lift restrictions and flood Gaza with aid,” and stressed the need for a two-state solution.

Norway’s Foreign Minister Espen Barth Eide called the approval a “welcome” development, stressing that it is “essential now to move into phase two of the plan” and reaffirming Norway’s commitment to “a unified Palestinian state, governed by Palestinians.”

Indonesia’s foreign ministry spokesperson, Yvonne Mewengkang, welcomed the resolution, saying it “prioritizes conflict resolution and prolonged peace through the capacity building of the Palestinian authorities.”

Israel Applauds; Opposition Fears Return to Mandate

The State of Israel and the office of Israeli Prime Minister Benjamin Netanyahu immediately “applaud(ed)” the resolution, celebrating that the UNSC “fully endorses President Trump’s 20 Point Plan.” The statement expressed hope that the resolution would lead to the “further integration of Israel and its neighbors.”

However, an internal Israeli dissent emerged from opposition leader Avigdor Lieberman, who regarded the resolution as “mismanagement by the Israeli government and a concession on Israel’s security.” Lieberman claimed the establishment of “International forces in the sovereign territory of the State of Israel” marks a “return to the Mandate period,” stripping the Israeli military of its ability to act autonomously.

The resolution is tied to an Israel-Hamas ceasefire and hostage swap agreement. Phase one includes the release of Israeli hostages in exchange for Palestinian prisoners.

The adoption of the resolution occurs following a two-year Israeli genocide against the Gaza Strip. Since October 2023, nearly 69,500 Palestinians have been killed, mostly women and children, and over 170,700 others have been injured, reducing the entire enclave to rubble.

    Yes, let’s purposefully exclude the ones who have tried for peace time and time again, but were VEE TOED…by the US.
    Why is the US even involved? My shady, corrupt US government gave the Israeli Nazis all our money, weapons, enabling genocide. We, as citizens, should be able to make a collective citizen’s arrest on anyone who corrupts our system of (supposed)
    democracy, and freedom, and with the law on our side, bring them to be punished for what they’ve done. But the system is rigged against us. We The People don’t matter.

  2. what a surprise – european settler colonial nations and their colonies in the middle east are happy about this. The US is the main sponsor of this colonial project. Russia doesn’t care and has its own zionist interests, and China also has more economic interests (read Whitney Webb), so Palestinians are left alone. We are a pathetic species, and who cares if we survive.
