The UN Security Council is set to vote on a revised US draft resolution supporting the Trump Gaza plan, while Hamas affirms its readiness for the next phase of negotiations.
The UN Security Council (UNSC) is scheduled to vote this coming Monday on a revised US-sponsored draft resolution endorsing US President Donald Trump’s comprehensive plan for peace in Gaza, diplomatic sources informed Al-Jazeera.
Washington called for a vote on its draft on Friday, November 14, which urges all parties to immediately and fully implement the plan to end the two-year-long genocide and war between Israel and Palestinian Resistance groups.
Key Details of the Revised Draft
An explicit reference has been added to a “path toward self-determination and the establishment of a Palestinian state,” alongside a role for the US in launching dialogue between Israelis and Palestinians to achieve a “political horizon for prosperous, peaceful coexistence,” the diplomatic sources explained to Al-Jazeera.
The resolution now clarifies that the authority of the “Peace Council” and its supervision over the Gaza Strip will be “transitional,” according to the same sources.

The draft welcomes the creation of the “Peace Council,” a transitional governance body for Gaza theoretically headed by Trump, whose mandate will last until the end of 2027.
The resolution authorizes member states to form a “temporary international stabilization force” to work with Israel, Egypt, and newly trained Palestinian police to help secure border areas and disarm the Gaza Strip, Al Jazeera also noted.
The US, along with key partners including Egypt, Qatar, Saudi Arabia, Turkiye, the UAE, Indonesia, Pakistan, and Jordan, issued a statement expressing joint support for the resolution and hoped for its swift adoption. US Secretary of State Marco Rubio affirmed on X that the Trump plan is the “best way to peace in the Middle East” and thanked the regional partners for their support.
The US-brokered ceasefire agreement, which halted the Israeli genocide in the Gaza Strip that began on October 7, 2023, went into effect on October 10, 2025, following mediation by Qatar, Turkiye, Egypt, and the US.

Hamas maintains that any UN decision regarding a ceasefire in Gaza must ensure the complete cessation of hostilities and the withdrawal of Israel, stating these are fundamental rights of the Palestinian people.

Hazem Qassem, the spokesperson for Hamas in the Gaza Strip, articulated the movement’s position to Al-Araby Al-Jadeed on Saturday, November 15, 2025:
International Support:
A ceasefire must garner international and UN institutional support, ensuring the delivery of aid to Palestinians in Gaza.
Internal Affairs:
Arrangements for the internal situation must be Palestinian-controlled and free from external interference, according to Qassem’s statements.
Peacekeeping Role:
The Palestinian and factional vision for a peacekeeping force is to prevent the occupation from resuming its aggression against the Strip and to ensure the force does not have a detailed, intervening role in the daily life within Gaza.
Qassem stressed that these principles have been agreed upon by all factions.
On the Question of Palestinian Arms
Regarding the file of Palestinian weapons, Qassem stressed that this matter must be discussed nationally and by the Palestinian factions to develop a unified vision for the nature of the Palestinian struggle in all arenas, independent of any Israeli agenda.
Qassem asserted that the issue of Palestinian arms is not an obstacle to completing the ceasefire agreement and transitioning to the second phase. He accused Israel of exaggerating the issue to evade its obligations due to internal political factors related to the Israeli government coalition.
He argued that focusing on Palestinian weapons is intended to divert attention from the crime committed by the Israeli occupation over the past two full years of genocide.
Readiness for Phase Two Negotiations
Hamas also reaffirmed its readiness to enter negotiations for the next phase of the war termination agreement and engage with its various tracks, suggesting that Israel is the party evading this due to internal political conflicts.
Qassem confirmed that preliminary communications and meetings have been ongoing regarding the second phase. He noted that Hamas has, for its part, handed over prisoners and is working to finalize the file of the deceased as quickly as possible, in addition to holding national meetings to finalize a comprehensive Palestinian vision for the next stage.
The New York Times, citing two informed sources, also reported that US envoy Steve Witkoff is planning to meet soon with Hamas leader Khalil al-Hayya, with the Gaza ceasefire being a key topic for discussion.
