Weapons Clause is Main Obstacle
Palestinian sources involved in ongoing meetings in Cairo revealed that the resistance weapons file remains the primary obstacle preventing a final agreement between Palestinian factions and regional mediators.
According to a factional source who spoke to Al-Jazeera on condition of anonymity, 14 out of 15 items contained in the proposed roadmap have already been agreed upon by both the factions and mediators from Egypt, Qatar and Turkiye.
The remaining disagreement centers on Clause 8, which addresses the future of resistance weapons in the Gaza Strip.
The source said that the Palestinian resistance movement Hamas and another participating faction rejected an amended Egyptian formulation presented during the negotiations.

According to the proposed text, weapons would be gradually inventoried and collected through a phased process implemented according to an agreed timetable and under Palestinian leadership, with the participation of armed organizations and several committees established under the proposed framework.
Hamas Raises Three Main Objections
The source said Hamas rejected assigning additional responsibilities to the international stabilization force, particularly any role related to security management or the weapons file.
According to the movement’s position, the force’s mandate should remain limited to separating forces and operating in border areas, in line with previous understandings.
Hamas also objected to the use of the term “infrastructure” in relation to the resistance.
The source said the movement considers the term overly broad and open to interpretation, arguing that it could potentially encompass civilian facilities, warehouses, hospitals, and transportation assets.
A third objection concerns language referring to the “collection” of weapons or “disarmament”.
The movement reportedly insists on using the phrase “dealing with the weapons file” and rejects formulations that explicitly reference disarmament or weapons collection.

New Proposal Submitted to Mediators
According to the source, Hamas submitted a revised version of Clause 8 that addressed the points it had previously rejected.
The amended formulation reportedly received a generally positive response from mediators, who proposed only limited changes before returning it to the movement for consideration.
The source said Hamas requested additional time to allow its leadership abroad to study the revised text and formulate a final response.
Taher al-Nono, media adviser to Hamas leadership, said on Tuesday that Hamas and the participating factions had prepared a unified national response to the roadmap presented by mediators regarding the completion of US President Donald Trump’s Gaza plan.
Cairo Meetings Continue
Meanwhile, an Egyptian official source ruled out reports suggesting a direct meeting between UN Special Coordinator for Gaza Nikolay Mladenov and Hamas representatives participating in the Cairo discussions.
The source added that proposals currently under discussion regarding the weapons issue have not yet received approval from either Mladenov or Israel.
The Egyptian capital has hosted extensive meetings in recent days involving representatives from Hamas, Islamic Jihad, the Popular Front for the Liberation of Palestine, the Democratic Front for the Liberation of Palestine, the Democratic Reform Current, and the Palestinian National Initiative headed by Mustafa Barghouti.
