‘Wholly Unacceptable’ – Democrats Urge Biden to Withhold Military Aid to Preempt Rafah Invasion

Fifty-seven Democrats have written to US President Joe Biden imploring his administration to do more to dissuade Israel from a ground offensive into Rafah, including the withholding of weaponry “or other military support that can be used for such an assault.”

“We write with urgency to say: an offensive invasion into Rafah by Israel in the upcoming days is wholly unacceptable,” the letter stated.

“We now urge you to enforce U.S. law and policy by withholding certain offensive weaponry or other military support that can be used for an assault on Rafah, including the offensive weaponry and aid already signed into law.”

The signatories include Pramiya Jayapal, Jamaal Bowman, Rashida Tlaib, Ilhan Omar, and Madeleine Dean.

Majority Displaced

They pointed out that roughly 1.4 million people are sheltering in Rafah – the vast majority of whom have been displaced one or more times due to Israel’s ongoing military campaign in the enclave.

“Consequently, Rafah has become one of the most overcrowded places in the world. With shelters too full and insufficient, many families now live on the streets. The collapsed health infrastructure, in addition to sewage overflow and the scarcity of food, water, and medicine, has accelerated the onset of severe malnutrition and the spread of communicable diseases,” the politicians emphasized.

Despite these dire circumstances, they said, the Israeli government is “reportedly on the verge of a full-scale offensive in Rafah.”

They pointed out the Israeli government has not provided a “credible and executable” plan “after months of requests” from the US administration, adding “And no such plan is workable in the current crisis.”

‘Disaster Upon Disaster’ – MSF Secretary General on Rafah Invasion

“Areas designated as safe zones by Israeli officials elsewhere in Gaza have repeatedly been targeted by Israeli military operations, harming internally displaced persons and humanitarian workers,” the Democrats stressed.

They also noted that Israel has already carried out airstrikes on Rafah, including one on April 20 that killed 18 people, including 14 children.

Regional Escalation

They also raised concern about recent attacks on Israeli and US military bases in the region.

“An Israeli offensive in Rafah risks the start of yet another escalatory spiral, immediately putting the region back on the brink of a broader war that neither Israel nor the United States can afford,” they warned.

Still No ‘Operational Plans’ for Israel’s Invasion of Rafah – Report

“We urge you to invoke existing law and policy to immediately withhold certain offensive military aid to the Israeli government, including aid sourced from legislation already signed into law, in order to preempt a full-scale assault on Rafah,” the letter further stated.

“If the Israeli government will not uphold international law and protect civilians, then the United States must act to protect innocent life. We urge you to continue your work toward achieving a lasting ceasefire that will bring hostages home and build a path toward safety and security for all.”

Talks ‘Will be Halted’

Israeli Prime Minister Benjamin Netanyahu vowed on Tuesday to invade Rafah, despite the current negotiations for a possible ceasefire deal.

Netanyahu said the Israeli army would enter Rafah “with or without a deal.”

“The idea that we stop the war before achieving all its goals is out of the question. We will enter Rafah and eliminate the Hamas battalions there – with or without a deal, in order to achieve complete victory,” he stated.

Osama Hamdan, a senior official within the Palestinian Resistance Movement Hamas, warned on Wednesday that “negotiations will be halted” should Israel invade Rafah “because the resistance does not negotiate under fire.”

‘Examining Alternatives’ – Israeli Army Radio Says Tel Aviv Mulls Options Over Rafah Invasion

Israel is reportedly looking into alternatives to its planned invasion of the southern Gazan town of Rafah.

The Israeli Army radio said  on Thursday that “(Israeli) security services are examining alternatives to a large-scale operation in Rafah, if this operation does not take place,” the Anadolu News agency reported.

Despite opposition, Israeli Prime Minister Benjamin Netanyahu has vowed to invade Rafah, where more than 1.4 million displaced Palestinians are sheltering.

‘Strategic Mistake’ – Israeli General Criticizes Rafah Plans as 30 Soldiers Refuse to Follow Commands

“The Israeli security services insist on launching an operation at the Philadelphi Corridor (on the border between Gaza and Egypt) to cut off Hamas’ smuggling routes,” the radio reportedly said.

Anadolu reported that the broadcaster, citing Israeli sources, said Tel Aviv will be prepared to positively consider a complete withdrawal from the Netzarim axis in central Gaza as part of a ceasefire deal that includes a prisoner swap.

Named after the Netzarim settlement, dismantled in Gaza in 2005, the Israeli army built the seven-kilometer-long corridor to separate northern Gaza from its southern part.

Despite the current negotiations for a possible ceasefire deal, Netanyahu said on Tuesday the Israeli army would enter Rafah “with or without a deal.”

‘Political Disgrace’ – PA Forces Kill Palestinian Resistance Fighter in Tulkarm

According to eyewitnesses, members of the PA forces surrounded the vehicle near Al-Salam Roundabout and then opened fire on it.

A fighter from the Tulkarm Battalion, affiliated with the Al-Quds Brigades, was killed by members of the Palestinian Authority forces on Thursday, Al-Jazeera reported. 

Ahmed Abu al-Foul, a member of the Nour Shams Camp Brigade, was reportedly killed in the city of Tulkarm, northwest of the occupied West Bank , after his car was shot by members of the PA security services in the southern neighborhood of Tulkarm.

According to eyewitnesses, members of the PA forces surrounded the vehicle near Al-Salam Roundabout and then opened fire on it.

Al-Foul was reportedly injured and taken to the hospital where he was later pronounced dead.

In a brief statement, the Tulkarm Brigade accused the PA of assassinating Foul. 

“The Security Forces of the traitorous (Palestinian) Authority confronted us with a heinous crime, worse than its predecessors,” the statement read, adding that “this crime is just like any assassination operation by the special Israeli Units”.

Palestinian security services spokesman Talal Dweikat told the official Palestinian news agency WAFA that the targeted vehicle opened fire on a security patrol, forcing its members to respond.

‘We Will Retaliate’ – Israel Threatens PA over ICC Arrest Warrants

Traitorous Act

The Palestinian Resistance Movement Hamas condemned al-Foul’s killing in a statement  and denounced “the Authority’s security services’ attacks on our people and our resistors.”

“The pursuit of fighters in the West Bank by the Security Forces of the (Palestinian) Authority is a political disgrace and a national downfall that serves only the occupation,” the statement added.

Hamas called on everyone to bear their responsibility to “end these unacceptable practices and put these agencies on the right path.”

The Palestinian Islamic Jihad movement also condemned the killing saying in a statement that the “shooting was carried out with the intention of determined and premeditated killing”.

“We affirm our concern for the unity of the Palestinian ranks in the face of the occupation forces,” the movement added.

For its part, the Al-Aqsa Martyrs Brigades , the military wing of Fatah, said that it “refuses to pursue the resistance by agencies that were unable to protect themselves and their people from the occupation’s attacks.”

The Brigades called for “the killers of the martyr Ahmed Abu al-Foul to be held accountable and to stop persecuting the resistance fighters in all governorates of the West Bank.”

Palestinian security services spokesman Talal Dweikat told the official Palestinian news that the targeted vehicle opened fire on a security patrol, forcing its members to respond.

Armed clashes broke out after the announcement of al-Foul’s assassination between Palestinian resistance members and the PA forces in various areas of Tulkarm.

‘We Will Retaliate’ – Israel Threatens PA over ICC Arrest Warrants

According to Axios, if such warrants are issued, Israel may take “retaliatory steps against the Palestinian Authority”.

The Israeli government has issued a warning to the Biden administration regarding potential arrest warrants from the International Criminal Court (ICC) against Israeli leaders the American news website Axios reported on Wednesday, citing Israeli and US officials.

According to Axios, if such warrants are issued, Israel may take “retaliatory steps against the Palestinian Authority, that could lead to its collapse”.

Israeli media has recently reported increasing concerns over the possibility that the ICC will issue arrest warrants for top Israeli officials, including Israeli Prime Minister Benjamin Netanyahu, Defense Minister Yoav Gallant and Chief of Staff Herzi Halevi.

‘Under My Leadership’ – Netanyahu Says ICC Decisions Will Not Affect Israel’s Actions

The ICC, which was already investigating possible war crimes in Palestine dating back to the 2014 war, has extended the probe to the ongoing war on Gaza.

Axios quoted two Israeli officials as saying that “over the last few weeks, Israel has told the US that it has information suggesting Palestinian Authority officials are pressing the ICC prosecutor to issue arrest warrants against Israeli leaders”.

A senior official reportedly stressed that “the threat of ICC arrest warrants is real and stressed if such a scenario happens the Israeli cabinet would likely make an official decision to punish the Palestinian Authority”.

Axios reported that the White House, Netanyahu’s office and the Palestinian Authority declined to comment.

Washington’s Opposition

US President Joe Biden has reiterated that the Washington opposes an ICC investigation against Israeli leaders.

“We are quietly encouraging the ICC no to do it. It will blow up everything. Israel will retaliate against the Palestinian Authority,” a US official was quoted as saying.

The official also reportedly stated that “the Biden administration doesn’t think the move is as imminent as the Israelis think.”

‘Unnaturally Afraid’

Israeli Prime Minister Benjamin Netanyahu expressed deep concern over the possibility of the International Criminal Court (ICC) issuing an arrest warrant for him and other high-ranking officials, according to Israeli media.

This comes amid Israeli media reports of the potential issuance of arrest warrants by the ICC against Netanyahu and other Israeli political and military leaders – such as Defense Minister Yoav Gallant and Chief of Staff Herzl Halevi – for alleged violations of international law in the ongoing assault of the Gaza Strip.

‘Unnaturally Afraid’ – Netanyahu Worried ICC Could Issue Arrest Warrants

The Israeli newspaper Maariv cited unnamed sources as saying that Netanyahu is “unnaturally afraid and worried” about the prospect of facing an ICC arrest warrant in The Hague.

In recent days, according to the report, Netanyahu has reached out to various international leaders and officials, including US President Joe Biden, in an effort to prevent the issuance of such a warrant.

On Friday, Netanyahu said any decisions made by the ICC will not affect Israel’s actions, but would however “set a dangerous precedent.”

“Under my leadership, Israel will never accept any attempt by the ICC to undermine its inherent right of self-defense,” he wrote on X.

Netanyahu’s Lifeline

The Israeli newspaper The Jerusalem Post quoted an unnamed Israeli diplomatic source as saying that the ICC “could not act against Prime Minister Benjamin Netanyahu and top IDF brass without overt or tactic support from the United States”.

“Where is Biden? Why is he quiet while Israel will potentially be thrown under the bus?” the source reportedly said.

A Wall Street Journal editorial urged on Saturday the US and the UK to intervene.

“Mr. Khan’s candidacy was championed by his native Britain and supported by the U.S., so both countries may have influence if they warn Mr. Khan of what will happen if he proceeds,” the editorial said.

‘Absurd Position’ – Russia Slams US Hypocrisy over ICC, Israel

“If they don’t, President Biden and Prime Minister Rishi Sunak risk finding Americans and Britons next under the gun” the editorial continued.

Netanyahu said on Friday that any ICC decisions would not affect Israel’s actions but would set a dangerous precedent.

Israeli media have reported that officials are worried that the Court could issue arrest warrants against Netanyahu and other top officials for alleged violations of international humanitarian law in Gaza.

‘Advance the Deal’ – Israeli Captives’ Kin Demand Meeting with Netanyahu

The group said they’ve requested a meeting with Netanyahu and all members of the security cabinet after many months of no communication.

Families of Israelis being held captive in Gaza have sent a letter to Prime Minister Benjamin Netanyahu requesting an urgent meeting to be briefed on the latest developments on a proposed deal with the Palestinian Resistance Movement Hamas.

“The Forum demands an urgent meeting between representatives of the hostages’ families and the Prime Minister, to be held as early as tomorrow (Wednesday),” a statement from the Hostages and Missing Families Forum read, according to The Times of Israel.

They demand ”to advance the proposed deal expected to secure the return” of all the captives, the statement added.

Not Worth Saving Captives – Israeli Minister Sparks Criticism Rejecting Deal with Hamas

The group said in the letter that about a week and a half ago, they had contacted the Israeli PM and all members of the security cabinet to request a meeting after many months of no communication, the Anadolu news agency reported, citing the Israel Hayom newspaper.

Reportedly believed to be holding about 130 captives in Gaza, Hamas is demanding an end to Israel’s offensive on the besieged enclave as one of the conditions for any deal.

A deal last November saw the release of 81 Israelis and 24 foreigners in exchange for 240 Palestinians, including 71 women and 169 children.

Blinken Meets Families

Earlier on Wednesday, US Secretary of State Antony Blinken met with the families of American-Israelis held captive in Gaza.

Blinken vowed that “we will not rest until everyone – man, woman, soldier, civilian, young, old – is back home.”

He also met with Netanyahu as well as Israeli President Isaac Herzog in Tel Aviv to discuss “our support for Israel’s security and efforts to reach a ceasefire,” according to a post on X.

Hamas Assessing Deal

Hamas is currently reviewing key aspects of a proposal for a possible ceasefire.

Blinken on Monday urged Hamas to accept an “extraordinarily generous” proposal.

Hamas spokesman Abd al-Latif Al-Qanou’ said on Monday the demands of the Resistance are “not insurmountable” but “legitimate demands understood by mediators and supported by our people and agreed upon nationally and factionally.”

“Without fulfilling the just demands of our people for a permanent ceasefire, withdrawal of forces, and the return of displaced persons, no agreement with the occupation will succeed,” Al-Qanou’ emphasized.

‘Political Decision’ – Türkiye to Join South Africa’s Case Against Israel at ICJ

“This is a political decision taken by our President and we announce this decision to the whole world.”

Türkiye has announced it will join South Africa in its case of genocide brought against Israel at the International Court of Justice (ICJ).

“We have decided to seek to join in South Africa’s genocide case against Israel at the ICJ,” Hakan Fidan, the Minister of Foreign Affairs, said at a press conference on Wednesday.

“This is a political decision taken by our President (Recep Tayeb Erdogan) and we announce this decision to the whole world,” he added.

Fidan said Türkiye will work together “with the friendly and allied countries as an intervening party to this court case.”

“Türkiye will continue to support the Palestinian people in all circumstances,” he emphasized.

Ireland’s Support

In December, South Africa filed a case against Israel at the ICJ, accusing it of committing genocide in the besieged Gaza Strip.

South Africa Argues ‘Genocidal Intent’ by Israel in Gaza

The World Court issued several provisional measures on January 26 including that Israel take all measures to ensure its troops do not commit genocidal acts against Palestinians, as well as the delivery of aid to the besieged population.

Türkiye joins Ireland which also announced in March that it would intervene in the ICJ case.

Hamas Meeting

Last month, Erdogan met with a senior delegation of the Palestinian Resistance Movement Hamas, including its politburo chief Ismail Haniyeh.

The meeting was the first between the two leaders since the onset of the Israeli genocidal war on Gaza on October 7.

Not Worth Saving Captives – Israeli Minister Sparks Criticism Rejecting Deal with Hamas

Far-right Israeli Minister for Settlements and National Projects, Orit Strook, faced harsh criticism on Wednesday when she said that a government that sacrifices everything in order to recover 22 or 33 detainees does not deserve to exist.

There are “soldiers who left everything behind and went out to fight for goals that the government defined, and we throw it in the trash to save 22 people or 33 or I don’t know how many,” Strook told Israeli Army Radio, according to The Times of Israel. 

“Such a government has no right to exist,” the minister reportedly added.

‘Netanyahu is the Obstacle’ – Hamas Studies Ceasefire Proposal, Slams Blinken’s Comments

In response to Strook’s comments, Israel’s opposition leader Yair Lapid wrote on X that “a government with 22 or 33 extremist coalition members has no right to exist.”

Strook’s stance, however, aligns with those of other members of the Israeli government. 

Israeli Finance Minister Bezalel Smotrich, leader of the Religious Zionism party, suggested on Tuesday that approving the proposed agreement could pose an “existential threat” to Israel. 

“We have reached a crossroads where the State of Israel has to choose between decisive victory and defeat in war and humiliation,” he was quoted by the Times of Israel as saying. 

For his part, Israel’s National Security Minister Itamar Ben Gvir said that Netanyahu had assured him of not agreeing to such a “reckless” deal.

War Cabinet Minister Gadi Eisenkot slammed what he viewed as political manipulation and emphasized the need for decisions to be based on Israel’s national interests rather than political motivations.

Ceasefire Talks

Following their delegation’s return to Cairo, the Palestinian Resistance Movement Hamas is currently engaged in thorough consultations regarding the ongoing negotiations for a possible ceasefire. 

The Lebanese news network Al-Mayadeen reported on Tuesday that, despite progress, there are still contentious issues, notably concerning prisoners, which require further discussion to reach agreement on numbers and conditions.

Top UN officials, including Secretary-General Antonio Guterres, have issued warnings over Israel’s plans to invade the southern Gaza town of Rafah, home to more than 1.4 million displaced Palestinians seeking refuge from the war.

“A military assault on Rafah would be an unbearable escalation, killing thousands more civilians & forcing hundreds of thousands to flee, Guterres said on X on Tuesday.

“It would have a devastating impact on Palestinians in Gaza, with serious repercussions on the occupied West Bank & across the wider region,” he added.

 

World Health Organization (WHO) Director-General Tedros Adhanom Ghebreyesus also said on X: “A full scale invasion on Rafah would be a humanitarian catastrophe. We appeal to Israel not to proceed. We urge all parties to work for a ceasefire and lasting peace.”

His remarks came after Israeli Prime Minister Benjamin Netanyahu vowed on Tuesday to invade Rafah, despite the current negotiations for a possible ceasefire deal.

Netanyahu said the Israeli army would enter Rafah “with or without a deal.”

“The idea that we stop the war before achieving all its goals is out of the question. We will enter Rafah and eliminate the Hamas battalions there – with or without a deal, in order to achieve complete victory,” he stated.

Biden Thinks Ceasefire is ‘Only Conceivable Path’ – Report

According to Axios, the president’s senior advisers said that the current deal being discussed is seen as the “only conceivable path”.

US President Biden has been personally involved in intensive efforts in recent days to negotiate a ceasefire agreement between the Israeli government and the Palestinian Resistance Hamas, the American news website Axios reported on Wednesday.

Citing US officials, Axios reported that Biden sees the agreement “as a crucial element of a much wider strategy at home and abroad”.

According to Axios, the president’s senior advisers said that the current deal being discussed is seen as the “only conceivable path” to end a war “that has drawn sharp criticism of Biden among some of his key supporters ahead of the presidential election.”

White House National Security Communications Advisor, John Kirby, confirmed on Tuesday that the deal is seen as the only possible choice. “There just has to be a deal,” he said when asked about a plan B if negotiations aren’t successful.

Biden believes that the deal “would put an Israeli military operation into Rafah on hold,” Axios reported. 

This comes despite statements by Israeli Prime Minister Benjamin Netanyahu, who said that Israel will launch an invasion of the southernmost Gaza city of Rafah regardless of truce negotiations with Hamas.

US officials reportedly told Axios that “a ceasefire is the only real way to systematically address the situation and avert the risk of famine in the enclave”.

Far Beyond Gaza

According to Axios, “the consequences for Biden stretch far beyond Gaza.”

“The White House believes a ceasefire as part of the hostage deal will extinguish other fires in the region,” Axios reported, including attacks by the Yemeni Ansarallah group against ships in the Red Sea. 

Moreover, the deal could decrease tensions at the Israel-Lebanon border, which have been escalating over the last months, and potentially pave the way for a normalization deal with Saudi Arabia, according to the American website.

Internal Front

On the internal front, a deal could “help to lower the temperature around protests on U.S. college campuses that are critical of Biden’s policy on Israel,” Axios reported. 

Moreover, it could “help Biden attempt to rebuild his tarnished image among Arab voters in the key swing state of Michigan.”

Throughout the last seven months, the Biden Administration has repeatedly opposed any attempts at ending the war, also by vetoing three resolutions at the United Nations Security Council calling for an immediate ceasefire.
